What is the proper harness kit for a 2007 Toyota Highlander base model. Ill be towing a light utility trailer with a flat 4 set up.

The correct trailer wiring harness for your Highlander will depend on whether or not it is equipped with the tow package and the lighting set-up of the trailer you will be towing.
If your Highlander has the tow package, and you will be towing a trailer with very basic lighting (one stop/turn/tail light per side) then the Tow Ready # 118248 would be a good choice. If your lighting is a bit more complex, you would need a harness with a higher rated converter like the Curt # C56107.
If you do not have the tow package, the install will be slightly more complicated, but will still be mainly a plug and play proposition. Once again, the best choice of wiring harness will depend on the number of lamps on your trailer. For minimal trailer lighting, use the Tow Ready # 118413 or for more numerous lamps, use the Curt # C55400. The Curt harness would require that an extra power wire be ran to the positive battery terminal, see he FAQ article I have linked to.
In both cases, I would recommend going with the higher rated harness in case you want to tow a trailer with more lights in the future. I have also linked you to some installation videos that you might find helpful.
The Hopkins # HM48895 you referenced would work, but it would need to be installed by cutting and splicing it into place, making for a more complicated installation.
