Is it OK to install free backing trailer brakes on a trailer that doesnt have them at the present time and will they work with the A-60 actuator OK?

Yes, you can replace standard hydraulic drum brakes with free-backing assemblies like the part # AKFBBRK-35 that you referenced. These would work great with the A-60 actuator as well.
