What is the purpose of the silicone sealant in the installation of the hitch? Can this step be skipped?

In regards to the installation of the Draw-Tite Max-Frame Trailer Hitch Receiver part # DT94YR on a 2022 Subaru Outback, the silicone sealant is used to help protect the inside of the frame so water doesn't get inside and lead to rust. It's used on pretty much every hitch for this vehicle that installs behind the bumper beam. I don't think you will really have any issues with not using it but I can't really recommend this either. We do carry the silicone though as part # LT37467.
