The Replacement Fender Assembly for Demco Kar Kaddy 3 Tow Dolly - Passenger Side item # DM97FR you referenced and the Replacement Fender Assembly for Demco Kar Kaddy 3 Tow Dolly - Driver Side item # DM37FR can be modified to fit your 1999 Master Tow Dolly. However, this is not a replacement part and you will have to drill new holes to account for the different mounting points of your Master Tow Dolly.

For your Roadmaster Tow Dolly part RM3477 we have metal fenders. You would want the part #RM-922004 for the driver side and part #RM-922005 for the passenger side.
