According to the owner's manual for a 2007 Honda Civic 2-door and 4-door owner's manual, you need to only tow short distances using a tow dolly. This is because it is not approved to be flat-towed with all four wheels on the ground. Unfortunately, I recommend not using your Roadmaster tow bar for flat-towing.
With that being said, I recommend the Demco Kar Kaddy X Tow Dolly w/ Disc Brakes - Tilt Bed Frame - 4,800 lbs # DM9713093. The great thing about the Kar Kaddy X is that it already comes with a eZ-Latch surge coupler that transmits braking signals. With this feature, you do not need to deal with any additional wiring for a 7-way or brake controller. You also have the option of a license plate bracket light # DM39VR.
On your tow vehicle's end, I recommend a an adjustable ball mount like the Flash E Series Adjustable 2-Ball Mount w Chrome Balls - 2" Hitch # FA42-00-2900. With a 10-inch drop and 11-inch rise, the Flash allows you to have different height adjustments for a level coupler connection. The Kar Kaddy requires a ball height of 18 inches.
As with all tow dolly applications, I recommend consulting with your 2007 Honda Civic's owner's manual to make sure you are abiding by all of the guidelines.
