What about backing up with surge brakes? Do they apply themselves if you had to back up with the car on the dolly?

The Demco Kar Kaddy X Tow Dolly with Disc Brakes # DM9713093 and Demco Kar Kaddy SS Tow Dolly with Disc Brakes # DM9713045 will not apply the brakes if you are backing up.
However, according to Demco you never want to back up with the tow dolly while a car is on it and you should not back up with a tow dolly attached at all if possible.
