Will this receiver fit on an 89 f150 standard cab, short bed?

If your 1989 Ford F-150 has a standard or step bumper AND the frame measures 37-1/4 inches from left to right (outside to outside) then you can use trailer hitch # 75038. If your truck has the deep drop bumper then you will need # 41504 with adapter # 01685. I have linked instructions for each of these hitches for you.

If you plan on doing some towing I also recommend etrailer ball mount kit # EBMK4. It comes with a ball mount, interchangeable ball set, hitch pin with clip, and a storage bag. If you need trailer wiring use # 118316.

The distance from the front hole to the middle on the #14001 is 5.2". From the middle to the rear hole is 4.04" and from the front hole to the rear hole is 9.2". The distance across for each set of mounting holes is 36".
