Do Torklift Camper Tie Downs for 2011 GMC Sierra 3500 Require Frame Drilling

Question:

2011 GMC Sierra 3500 Dually I see no holes in the frame to which this front bracket pair can be mounted. Also, the frame is an enclosed rectangular tube. So, if holes need to be drilled, they must have to go through both walls of the frame. Am I missing something?
