I spoke to HydraStar and the brake controller in your 2016 Ford F-150 will power their actuators perfectly fine, and without the need of any add-ons, like the Electric Over Hydraulic Actuator Adapter Module # HBA-CAM.
The HydraStar Electric Over Hydraulic Actuator Kit for Disc Brakes # HBA16-252-82 will have 1/3rd of the parts needed, but you will still need rotors and calipers, as well as a new coupler to complete the set up.
With you replacing a surge style actuator, I am assuming you have a straight tongue on your trailer. I know assuming is bad, but if I am correct, the Titan Zinc-Plated Straight-Tongue Coupler # T4853100 will be a good replacement coupler. This is rated up to 21,000 pounds so it is a bit overkill, but it also won't hurt either. If I am wrong about the straight tongue, we do also have the Demco 50-Degree A-Frame Trailer Coupler # DM13205-95, which is also rated up to 21,000 pounds.
As to the rotors and calipers, you will need to remove one of the drums to get access to the bearings. This will tell you which set up will fit on your spindle, but knowing your axle capacity can definitely help in this process as well. This will also help with the calipers that are included with the rotors as the bolt pattern for them to attach to the axle will comply with the weight capacity of the axle.
