Yes, The Dexter Trailer Hub and Drum Assembly # 84546UC3-EZ will work with brakes that do not have a reverse lockout but do know that the hubs have no control over the brake activation on your trailer. You need the brake assembly for that.
The Hydraulic Trailer Brake Kit # AKUBRK-35 or Hydraulic Trailer Brake Kit # AKUBRK-35-D (for boat trailers) will allow for the brakes to activate when backing up if you do not have a reverse lockout on your brake actuator.
The Hydraulic Trailer Brake Kit # AKFBBRK-35 or Demco Hydraulic Brake Kit # 40716-15 (for boat trailers) are free backing. This means that when you are backing up and your brake actuator is trying to activate the brakes the brake pad will fall away from the brake drum allowing you to back up. The brake pads are only designed to fully engage when moving in a forward direction. You may experience a light drag when backing up as the pads fall away.
