Question:

Will this Rack take my two 2 lectric xp 2.0 Bikes.... approximately 64 lbs per bike?

The Küat Transfer V2 bike rack, part # KU84FR is an awesome bike rack, but it isn't meant for bikes with fenders, like your Lectric XP 2.0 bikes. The bike retaining hook of the bike rack needs to contact the tire itself directly in front of the fork, and the fender prevents this.

I do have a rack that would work great for you, though. The Swagman E-Spec, part # S94FR can carry two e-bikes weighing up to 70 lbs each with tires up to 3 inches wide (which is the width of your tires), so the rack would be perfect for you. The rack would work great right out of the box for a bike with a standard or men's frame, but a step through frame would require a frame adapter bar like # 64005. The frame adapter spans the distance between the handlebar stem and the seat post, which provides a good place for the bike frame retaining hook to attach. The rack includes locks to secure the rack to the vehicle and the bikes to the rack.
