Can Dexter DX7.5L Coupler/Actuator Fit 3x3 inch Trailer Frame

Question:
I have a surge disc brake actuator with an external reverse solenoid on a 3x3x straight tongue on 6000 lb rated boat trailer. Can I use this as replacement - it is designed for a 3x5inch tongue. Looks like the top 2 holes could match my setup.
