Does this come with the retention spring parts two pins, four spring washers and two springs or just the two shoes?

The 7" x 1-3/4" Hydraulic Brake Shoe/Lining # bp04-050 is just the shoes for one wheel, however we do offer Dexter Hydraulic Trailer Brake Kit - Uni-Servo - 7" - Left and Right Hand Assemblies # 23-398-399 which is a complete left and right side kit that includes brake assembly, mounting bolts, and nuts.

Unfortunately, we do not offer the hardware separately.

There really isn't a solution we can provide aside from replacing the spindle since yours is damaged beyond repair. Since you have a 3,500 lb EZ lube axle the correct replacement spindle would be the part #TRU74FR. I recommend taking it to a shop…
