Will the Passport be able to handle the Horizon Rover ??

At most the Sol Horizon Rover could weigh 4,000 lbs whereas I looked up the towing capacity of your 2021 Honda Passport and found that it could be rated between 3,500 and 5,000 lbs so depending on how your vehicle is equipped it could work.
You'd need a higher rated hitch like the Draw Tite part # 76290 which is mostly hidden and has more capacity than needed.
