We can come pretty close to the 65-1/2 x 9 x 18 fenders you mentioned.
The etrailer.com brand Tandem Axle Trailer Fenders, part # HP44VR are designed for 14 or 15 inch wheels, and measure 66 x 9 x 19-3/4, which are only a fraction of an inch longer and less than 2 inches taller than what you mentioned. These would be the closest thing we offer to the dimensions of your current fenders, but they're close enough that they'd work well for you.
