I am looking for a waterproof bag to maximize the space in the TH859XT. Will the Rhino Rack RRLB350 fit? Are there other waterproof options that I should consider?

The Rhino-Rack Bag has slightly smaller dimensions than the Thule Cargo Basket so they would work well together. This bag is waterproof like you wanted and includes 6 integrated tie-down straps to be secured to the cargo basket; this is the cargo bag I recommend for your application.
