Does the Thule rails fit the Thule Tracrac system? I have a tonnou cover and want to use the current rack.

Thule owns TracRac so yes the Base Rails part # TH21610 would work with a TracRac ladder rack. This base rail is the rail kit of the part # TH43002XT-610 which fits the following:
2007 - 2021 Toyota Tundra 6-1/2 Foot Bed - with Deck Rail System
2007 - 2021 Toyota Tundra 6-1/2 Foot Bed - without Deck Rail System
