if i am ONLY hauling 2 bicycles ,is there not a class1 option??

The only available trailer hitch options for a 2021 Toyota Highlander are class III, 2". For this, I recommend the etrailer Trailer Hitch Receiver part # e75ZR which offers a bolt-on install with hidden design. It may be true that you're only wanting to haul two bikes but the larger opening is still preferred because you'll have more hitch mounted bike rack options to choose from. The Kuat NV 2.0 Base Bike Rack for 2 Bikes part # BA22B is a great option to consider.
