I am purchasing a small trailer with a 7 wire connector and electric brakes. But my vehicle 2018 Mini Countryman Cooper S All WD has a 4 wire connector. Can I still use a Curt Echo with a 7 to 4 adapter?

You can certainly do that, but you'll need to run a circuit to the vehicle's positive battery terminal to provide power for the trailer brakes.
In addition to the Curt # C51180 Echo Wireless Brake Controller, I'd recommend using the # ETBC7L 4-Pole Upgrade Kit which includes a 4-pole to 7-way adapter, as well as all the wire, hardware and the circuit breaker needed to make that connection at the battery.
