How tight should these get the bolt? Should I use loctite?

The Replacement Foot Pad for Lippert Hydraulic Ground Control Leveling System # LC324269 needs to be torqued to 132 ft-lb.
Lippert also recommends using Loctite Threadlocker 262 # LT37420 to prevent the bolt from loosening.
