The listing is vague and confusing as it states that the product includes 5 straps. Is this for 5 wheels? That seems like an odd number for a kit.

The Erickson Adjustable Ratcheting Wheel Net w/ Hooks # EM58522 that you referenced is for an individual wheel. So if you needed to secure two wheels with this you'd need to order a quantity of two.
