What Are The Two Upper Holes In Short Hangers In Tandem-Axle Trailer Hanger Kit APT8 For?

Question:
1. Ive noticed on some of the leaf spring hangers that some have two holes on the top and some do not. The ones with two holes on the top, are those hangers designed to be bolted to the frame? 2. Equalizer dimension. Are the dimensions for the equalizers measured from bolt hole centers of the two bottom holes or from the center of the bottom hole to the center of the middle/top hole? Thanks,

Starting with the two holes in the shorter hangers included in the Tandem-Axle Trailer Hanger Kit for Double-Eye Springs - 2-1/2" Front/Rear, 4-1/2" Center # APT8 you were looking at. Those holes are not for bolting but instead are for plug welding the hanger to the frame if you choose. You could also just have the hanger welded all the way around.
Moving on to the equalizers. The length of the equalizer are from center of one horizontal hole to the center of the other horizontal hole as shown in the included diagram. The # APT8 includes two equalizers that are 7-3/4" long measured this way.
