There are a few options that may fit your 2009 Isuzu NPR with a dump bed, but there are no options that are confirmed to fit.
The Buyers Products Flatbed/Flatbed Dump Hitch Plate Bumper with 2" Receiver # 3371809055 is designed to fit trucks with a 34" wide frame and will need to welded and bolted to the frame. This hitch plate has a 17000lb trailer weight rating, and the 2" receiver tube you were looking for.
Another possible option is the # 41990-16 as it has 16" tall brackets, fits frames up to 44" wide, and has a 1600lb tongue weight rating and 16000lb trailer weight rating. This hitch will need to be welded to the frame of your NPR.
You will need to measure the width of your frame, though the most likely option is the # 41990-16 as it can fit multiple frame widths as long as it is not wider that 44".
