I need to know if the Dinch measurement in the diagram is 3.

The # AM3S638 Kenda Loadstar ST205/75D15 Bias Trailer Tire with 15" White Wheel has a 5 on 5 bolt pattern. The 5 on 5 bolt pattern would have adjacent bolt holes that are 3 inches apart, measured center to center which is indeed the 'D' measurement in the photo you provided.
