Does the rv rider come with bike lock and hitch stabilizer clamp

You'll have to measure to be sure. The Hollywood Rack RV Rider part # HLY64FR has a distance of 12 inches from the center of the hitch pin to the nearest wheel hoop so if you measure from the pin hole of your hitch out to the furthest point on the rear spare and it's less than 12 inches this rack would fit and clear it.
