I recommend looking into the Saris Freedom 2 Bike Platform Rack # SA4412B-FB. This is a 2 bike carrier which is specifically designed to transport electric fat bikes; it can also hold regular bikes without an issue. It can hold up to 5" wide tires which should be more than enough for any fat bike. The weight capacity is 60lbs per bike, so you will want to remove the battery from your electric bike when transporting to reduce the weight. This fits 1-1/4" and 2" hitch receivers.

If you do not want to remove the battery from your bike when transporting, you could go with Yakima OnRamp Bike Rack for 2 Electric Bikes # Y36FR which has a weight capacity of 66lbs per bike. This is a 2 bike carrier that can hold electric bikes with tires up to 3-1/4" wide. For wider tires use FatStraps # Y23FR which can handle up to 4.5" wide tires. This fits 2" hitch receivers.
