I would look into the Saris Freedom Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches - Frame Mount # SA4412B. This has a weight capacity of 60lbs per bike and is a highly recommended bike rack for electric bikes. This should clear your spare tire without an issue, but to verify you will want to measure from your trailer hitch pin hole to the rearmost part of your spare tire. The closest part of this bike rack is 12" from the trailer hitch pin hole so if your measurement was less than 12" you will be fine.
If you have electric "fat" bikes with wide tires then I recommend going with the fat bike version # SA4412B-FB. This is identical to the bike rack mentioned above except this one fits tires up to 5" wide whereas the standard Saris Freedom fits tires up to 2-1/4" wide. Keep in mind that the larger wheel cradles will reduce the 12" distance down to 10", so make sure you have a measurement of 10" or less to use this fat bike version.
I also recommend adding 8' Cable Lock and Anti-Rattle Hitch Lock # SA984 which will keep your bikes and bike carrier secured to the vehicle. I attached demonstration videos for you to check out, along with a photo showing which measurement you will need.
