Im interested in the Swagman XTC bike carrier. But here is the problem. I have a 5th wheel with a Lippert frame mounted cargo carrier installed. Could I bolt the hitch receiver for the Swagman to the storage tray? Im open to suggestions. Thank you!

To add a bike rack to the back of your fifth wheel it requires certain racks that are designed for that use and I would not recommend bolting any bike rack to a storage tray. The Swagman XTC-2 Bike Rack Item # S64670 is actually not designed to be used on the back of a fifth wheel because it doesn't have the added stability in the frame to handle the extra movement the back of the camper creates.
I recommend the Swagman E-Spec Bike Rack Item # S94FR. This rack is designed to be used on the back of a towable camper, is a platform rack, and can hold two bike weighing up to 70lbs each.
If the tray can handle the weight I recommend having the Buyers Products Black Receiver Tube 2" I.D. x 12" Long Item # 337RT25812B welded to the tray which would provide you with a receiver for the bike rack.
