Since you are planning to tow a Scamp 13 Fiberglass Lightweight Trailer with your 2014 Volkswagen Jetta TDI Sportwagen I recommend the EcoHitch Hidden Trailer Hitch Receiver # 306-X7284 due to its low profile design that only leaves the receiver exposed when installed as you can see in the included picture, and since it is the only 2" trailer hitch receiver option.
The EcoHitch # 306-X7284 has a maximum tongue weight rating of 300lbs, and maximum trailer weight rating of 2000lbs which will be plenty since the trailer you are looking to tow has a tongue weight of roughly 100lbs, and total trailer weight of 1200-1500lbs. You will want to check the owner's manual of your Jetta to make sure your vehicle can tow that amount of weight, and use the lowest rating between the trailer hitch receiver and your vehicle.
To complete your towing setup you will also need a vehicle wiring harness, ball mount, hitch ball, and hitch pin and clip.
For wiring I recommend the 4-Pole Flat # C59496 which includes everything needed to complete the installation.
Since your vehicle is pretty low you will likely need a rise ball mount to level the trailer when towing. I included a helpful article on measuring for the correct ball mount and a link to all of our ball mounts for you to take a look at.
The Scamp 13 uses a 2" hitch ball, so you will need a 2" hitch ball that matches the ball mount shank diameter, and a hitch pin and clip # PC3.
