Lippert components axlenv 121067 lc152-s8-86.5-68.5. Is 86.5 the outer measurment, and 68.5 the bracket?

For the LCI52-SB-86.5-68.5, the two ending measurements are:

1st - measurement from hub to hub, meaning the length of the axle in this case is 86.5 inches.

2nd - spring seat dimension where they're welded, meaning the spring seats are 68.5 inches apart.

It looks like this is a 5200-lb capacity axle. So, you would need a hub like part # AKHD-655-6-K. I've linked to a list of those hubs for you. Once you've determined your wheel size and bolt pattern, it will help you determine which hub is the correct one.
