I just ordered a set of axel pads for a 2 3/8 round axel. Am putting the axel on the bottom of the springs, Do I have to cut the old pads off?

You do not have to remove the old spring seats unless they cause a clearance issue. But keep in mind that the new spring seats will have to be welded to the axle. Welding should be performed by a qualified professional with experience working on trailers.
If you were to use an over-under conversion kit, # K71-384-00, you would not have to do any welding.
