What is the purpose of the short pigtail. Can it be used as USB charge/plug-in, instead of the cigarette light end? Thx,

The extra pigtail of the Replacement Furrion Monitor Power Cable part # C-FOS07TAPK-006 that you referenced is considered to be an auxiliary port. You could plug an additional accessory into it it as long as you have a matching connector.
