Yes the Bulldog Gooseneck Coupler part # BD0288660300 that you referenced does still require the use of safety chains legally since there is a hitch ball that it couples to. The safety chain laws are interesting as they are based around whether a hitch ball is coupled to. This is why 5th wheel hitch setups don't require chains.
