What does the brackets mount to? The frame or the rocker panels?

The Westin # 21-54135 PRO TRAXX Oval Nerf Bars you'd looked at mount to the rear of the rocker panels as shown in the provided illustration. Which is typical of later model trucks. The existing bracket mounting holes will be covered with rubber plugs.
