Do Titan Hydraulic Brake Assemblies T1878800-700 Come Fully Assembled

Question:
I am going to replace my hydraulic brake system on my boat trailer. It is one with the lock out on the actuator. It is a 10inch drum with 2 1/4 pads. I am looking at purchasing Titan Trailer Brakes - T1878800-700. I was wondering if these come fully assembled for bolt on application? Thanks
