The T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118449 is a great fit for your 2013 Toyota Highlander. Then you can use the Adapter 4 Pole to 7 Pole and 4 Pole w/Test Lamps # C57674 you referenced along with the Wiring Kit # C51500. This will work with the Curt Echo # C51180 you referenced.
The Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # 13534 is a custom fit for your vehicle so these parts all will work well but I also recommend using the # 18140 to mount the 7-way bracket to your trailer hitch receiver.
All these components work well together and will give you the tow components you need. Then you can simply add a ball mount or weight distribution system and you'll be good to go.
