If you are using a universal installation kit, # RP30035, and your 1999 Ford F-250 is a light duty (under 8,500 pounds GCVW) then from the rear edge of the truck bed to the back of the rear rail is 29-1/4 inches. If you have a Super Duty F-250, it is 32-1/4 inches. I have included a link to the instructions for you.
I have also included a link to a video showing an installation on a 1999 Ford F-250 Super Duty using installation kit # RP50082 that might help you.
