The only true way to test the brake controller in your 2019 Ford F150 is by connecting it to a trailer with brakes. You could use the brake controller's manual override with the tester plugged in to make sure that the signal was being transmitted to the pin on the 7 way, but you're really going to want to test everything out with a trailer installed to be 100% sure it's functioning correctly and providing the correct braking when you adjust the gain and such.
