Is Thule Part 7521682001 a functional replacement for my existing part 753-3582. It looks like the newer, available, part is for a tapered rail?

The Replacement Rear Wheel Holder Assembly for Thule T2 Pro Platform Bike Racks - Qty 1 # 7521682001 is not a fit for your rack. It does have a tapered portion for the compatible rail. Instead you will want the Replacement Fat Tire Rear Wheel Holder and Strap for Thule T2 Classic Platform Bike Racks - Qty 1 # 7521568001 which also fits the non-fat bike tires.
