Looking for 4.80x 12 radial tire on galvanized rim. 5 lug pattern . Rim is measures 13 inches wide but not sure if im doing it correctly. Load range is b now but id like to upgrade to c.

The tire that meets your criteria is the Taskmaster 4.80R12 Radial Trailer Tire - Load Range C # TT48012C and the wheel that meets your criteria is the Americana Galvanized Steel Spoke Trailer Wheel # AM20134. These aren't available mounted already but you can easily have any local tire shop do this for you.
If you're needing these mounted then you have 2 different options; you can get the tire mounted on a (non-galvanized) steel wheel like part # TA98RR, or you can get a bias tire (same size) on the galvanized wheel as part # AM30670.
I have attached a few review videos that you can check out. I believe when you're talking about the 13" measurement you mean diameter of the wheel as opposed to width. In this case it would make sense that you're measuring 13" because wheel diameter is measured bead seat to bead seat which is essentially that last lip which is about 1/2" tall. Our video team member goes over this in the attached video of the 12" wheel.
