whats the inside measurements of the fender?

In regards to the CE Smith Single Axle Trailer Fender part # CE19503, this fender is designed to be used with 13" diameter wheels. The manufacturer does not provide specific measurements of the opening inside but rather the size of wheel that the opening is designed to work with. I have attached a list of options below as well for different size wheels.
In regards to the inside opening, if you subtract the size of the step on each side from the overall length which we do provide, the inside opening will be around 28".
