What is the material of the anchor plate Y8810074 ? Will it rust ? Is it stainless?

I reached out to Yakima, who told me the Replacement Anchor Plate "A" for Yakima LandingPad 1 (QTY 8) # Y8810074 are made of stamped stainless steel. They said it can potentially rust, but only after many years and exposure to oxidizers.
These are a direct replacement for the anchor plates in the Landing Pad 1 for Yakima Control Towers # Y00221.
