Will the bike rack carry an 18 inch child’s bike?

The Yakima HangOut 3 Bike Rack # Y02638 is capable of holding children's bikes but you'll need to use the Adapter Bar # Y02531 to do so simply because the bike won't have a big enough frame for the arms of the rack to go through. This adapter bar clamps onto the tube for the handlebars and the seat post which then gives you the spacing needed to mount the bike on the HangOut.

I have attached a picture of this rack on a sedan where we have the child's bike at the rearmost location. If you look close enough you can see that the adapter bar is being used for this circumstance.

I have a room 5 bike for my daughter - it is this one/size Will I need the extra bar for this bike or would it fit on on the rack as is ?

The slight incline on that frame along with the small space it provides towards the front of the bike will make it pretty difficult to mount on a hanging-style rack like the HangOut # Y02638 without an adapter bar. I do recommend adding the bar # Y02531 for this setup.
