Does the Voyager Trailer Brake Controller Light Up when No Trailer is Connected

Will any lights come on the voyager if my trailer and plug is not hooked up? will pushing on the brake make it light up?

I bench tested a Voyager brake controller, # 39510, and determined that with 12 volt power connected and the controller grounded and connected to the brake switch but NOT connected to a trailer, it will not light up even when you apply the brakes or use the manual override.
If it is lighting up with no trailer connected that indicates a short to the brake output wire, most likely a dirty trailer connector.
