Question:
If I put this rack on a 2020 toyota tacoma, will the tailgate be able to lower all the way to horizontal, or will it contact the rack first?

The Thule T2 Pro XTR # TH83JV has 7" of space from the center of the hitch pin hole to the closest point of contact on the rack, but the arms do fold down so as long as you were doing so without any bikes loaded you should be able to lower the tailgate on your 2020 Toyota Tacoma without any issue (since the Tacoma is a smaller truck you may have to tilt it away from the vehicle to accomplish this). It's unlikely that it will allow you load the bikes and still tilt away enough to open the tailgate, but we have not been able to confirm this by testing it ourselves.
It looks like the tailgate of the 3rd generation Tacoma is about 18"-19" tall based on the depth of the bed (you'll want to confirm the measurements on your own vehicle). If you were looking for something to tilt away from your Tacoma and still be able lower the tailgate we've had a lot of success with the Thule T2 Pro XTR for 2-bikes # TH83JV or the # TH69TX for 4 bikes, provides sufficient space to do so with its' 7" from center of the hitch pin hole to the closest part of the rack. The T2 Classic also has a 60-lbs per bike capacity. The # TH69TX can be used as a 2 bike rack or can can be expanded into a 4 bike rack as needed. The Thule T2 Pro XTR can accommodate up to 5" wide tires, so it's perfect for fat tire bikes and will work with bikes that have a wheelbase of up to 48".
I've linked a video of the T2 Pro XTR that I mentioned above that you might want to have a look at, or just let me know exactly how far your tailgate hangs past the center of your hitch pin hole on your 2020 Toyota Tacoma and I can attempt to find you another alternative.
