The part you mentioned is the fit kit for a Rhino-Rack roof rack on your 2013 Scion xB, and to complete the roof rack you'll need to add crossbars and the mounting feet, and the locks do come with it. Here is a list of the parts you'd need to add this rack to your Scion:
