There are several different tools that could be used. A reciprocating saw is a fairly common tool that most will have access to. An angle grinder with a thin cut-off wheel would also work. If money were no object, a hand-held band saw would be ideal.
Whichever tool you decide on, it is very important that the cut be perfectly straight. Use some c-clamps to clamp a straight edge onto the trailer tongue for the saw or cut-off wheel to follow.
Keep in mind that the pivot length (length from the coupler to the fold away hinge) will have a bearing on the weight bearing capabilities of the trailer tongue. For more information, look at the provided diagram.
Just remember: measure twice, cut once. Take your time and plan your cut before you make it and you should have a good result.
Also, I'm guessing you have a galvanized frame. Be sure to do the cutting in a well ventilated area, as the heat generated during the cutting process could cause the release of toxic fumes.
