Are the mounting bolts included in Curt hitch 13280 grade 5 or grade 8?

The Curt Trailer Hitch Receiver part # C13280 for 1987 - 2004 Dodge Dakota includes grade 8 hardware bolts. It is a 2" receiver with a concealed cross tube so the only portion of the hitch that is visible once installed is the receiver portion. I have attached an installation video for your reference.

There is indeed a garter spring in the #34823 Double-Lip Grease Seal. If you view the product description video, you can briefly see the spring. I'd captured a frame from the video where you can see the spring a bit better.
