Does this ladder store on the rack itself when traveling, or does it have to be stored inside the vehicle?

The Rhino Rack Pioneer Platform ladder part # RRRAFL that you referenced would get stored inside the vehicle as it was not designed to attach to the platform. Rhino Rack specifically states to "store the ladder where it's easy to access."

In order to determine the torque rating for the lug nuts on your trailer you will need to know check out the chart I attached that shows all of the torque specs for all the trailer lugs available based on stud size, wheel material and wheel size.
