Will this fit my kids bike that has a 16 inch wheel? If not, which platform hitch mount bike rack would be a good choice?

The RockyMounts MonoRail 2 Bike Platform Rack # RKY10003 that you referenced is a great bike rack but it can only accommodate wheel diameters between 20" - 29" so we'll need to find you a different bike rack that is compatible with your kids bike that has 16" wheels.
A similar option that will accommodate the smaller wheel size (if the second bike has a similar wheelbase) is the Saris SuperClamp EX 2 Bike Platform Rack # SA4025F. This has a slightly different design but the same features as the MonoRail you were looking at.
If you have a much larger bike that needs to be transported with the kids bike then your best options are to either go with a hanging style bike rack or the Hollywood Racks Sport Rider SE 2 Electric Bike Rack # HLY74FR which has a 80 lbs per bike capacity OR the Trail Rider # HR200Z which has a 45 lbs per bike capacity, and use the Kids Bike Wheel Hoop Adapters # HRSW-ADP-2.
